CANADA WATER CONSULTATIVE FORUM

9th July 2001

ACTION POINT – LBS to provide a programme for the site visit, listing groups/individuals to be met.

  3. Minutes of the last meeting were noted and agreed.
  4. Matters arising
  5. The forum voted to go on a site visit to Brindley Place, Birmingham. The forum expressed a wish to meet a variety of the stakeholders, including residents and members of the consultative forum, and asked that a programme be prepared for the visit by officers.
  6. Feedback on Topic Papers

Four Topic Paper groups had met prior to this date:

  • Housing
  • Built Environment / Community Safety / Environment
  • Community Facilities
  • Enterprise / Economic Development / Employment

It was agreed that the content of the papers drafted so far was very good. JH suggested that some of the language was ambiguous, and asked that plainer English be used.

  • Built Environment / Community Safety / Environment

JH presented the draft paper. Car parking and car use were discussed, and the implications for social exclusion. JH asked that an ecological survey be carried out, with London Wildlife Trust, the London Bat Group and another unspecified ecological agency.

  • Enterprise / Economic Development / Employment

BH presented the draft paper. The need to encourage small business’ to develop in the area was stressed, as was the need to develop appropriate employment opportunities for local people.

  • Housing

DM commented on how helpful Dave Shiress had been to the group. A second draft of the paper will be available shortly, and circulated by e-mail. The need for accommodation with two plus bedrooms was emphasised.

  • Community Facilities

IO outlined the need for an audit of community facilities, which would include the collation of existing directories and databases. This would enable the group to identify needs in the area, and lead to a better quality of provision in the new development.

Development Working Group

Terms of Reference were adopted. A programme of meetings for the next six months should follow.

Scheduling

General discussion concluded that topic groups should arrange meeting times to suit themselves, and inform Adam of dates, times , venues which he can then circulate. Adam to co-ordinate a time chart for the next meeting, so people need to feed times to Adam.

Land-owner Masterplanning Exercise

NA, on behalf of Site C landowner, explained that they are preparing a ‘masterplan’ for LBS and Decathlon sites primarily. AM reported on behalf of Shopping Centres Limited that they are also preparing a ‘masterplan’ for their land and the LBS sites.

Admin Support

CSL reported that he was hopeful the funding for the post would be approved this month.

Black and Ethnic Minority Involvement

Verbal report by Pascale Rosenbloom. CDP stressed the need to be pro-active on this issue.

General Community Involvement

Verbal report by Pascale Rosenbloom. Baby-sitting and dependant care allowance has been built into the budget, to enable carers to attend forum and topic paper meetings. A brief has been sent out to consultants, with a view to commissioning them to carry out community activities in relation to the Canada Water Regeneration. David Brunskill and Ian Owers have agreed to attend the selection interviews for the consultants.

Planning Applications

Noel’s applications have arrived at the Council Planning dept, he does not yet know how long the application process is likely to take.

Harmsworth Quays

CDP reported that the application had been deferred until next September, to allow for a fuller consultation with local residents. LH invited people to attend a consultation meeting, general discussion followed asking for information to be disseminated to all residents in the area, public meetings and admin support to publicise all events.

AOB

Simon Bevan outlined the Southwark Plan / Unitary Development Plan, and its purpose. He then reported on the consultation process being employed in the preparation of the new UDP, and asked all those attending to respond on the forms provided.
